In Field Missions, under the leadership of Air Transport Section (ATS) in the Department of Field Support as part of its oversight responsibility of DFS aviation programme, Aviation Section supports Mission's requirements with operational, logistical and general support tasks and as such is responsible for planning, coordination, monitoring and execution of all activities/projects/services related to air operations. Operational tasks often involve the deployment of troops/military observers and UN personnel, verification, reconnaissance, close air support and monitoring missions, as well as "Search and Rescue" operations if required by operational situation or requested by host country. Logistical tasks include support to military operations and MEDEVAC/CASEVAC missions, as well as food, fuel and cargo re-supply to military contingents and UN hubs, transportation of UN and authorised non-UN personnel, airlift of Contingents and their equipment during deployment/rotation/withdrawal phase, intermission and strategic flight tasks. Aviation Section in UN field missions also liaises with governmental interlocutors, UN agencies, International Organizations, non governmental organizations (NGOs) and companies contracted by the United Nations. Aviation works closely with the Missions' senior leadership and supports a range of politically-related and VIP requirements. In addition to that UN Aviation coordinates different rehabilitation project, with the aim to revitalize the aviation infrastructure, repair airfields and air control facilities. Please note that United Nations Aviation doesn't own aircraft and operates with the civilian air assets contracted by the United Nations under "Long Term Aircraft Charter Agreement" and military air assets provided by Troops Contributing Countries under "Letter of Assist". Currently UN Aviation operates around 250 aircraft and supports all existing UN Political and Peacekeeping missions around the World. Responsibilities: These positions are located in field missions. Chief Air Operations Officer at this level usually report to the Chief Aviation Officer (CAVO). Depending on the specific of the theatre of operations, mission's fleet, structure and operational requirements, Chief Air Operations Officer might be also requested to perform the duties of the Chief of Aviation Section/Unit of some mission or Chief of Unit within Aviation Section of some mission. Within delegated authority, the Chief Air Operations Officer will be responsible for the following duties: (These duties are generic and may not be carried out by all Chief Air Operations Officers.) - As the Chief of Air Operations Officer, he/she will manage and supervise mission and sector air operations centres, flight following, aircraft air / ground operations, including day to day ramp operations, liaison with JMCC/Movcon and administer all activities related to air operations. - Develop scheduled passenger and cargo flights as required to by JMCC/Movcon to maximise satisfaction of tasking requirements with most economical use or air assets. - Oversee requests to governments and authorities for flight clearances. - Coordinate within Aviation Section, MovCon Officers and Air Liaison Officers to ensure that support in the sectors is provided / maintained. - Monitor and evaluate air operations activities are conducted in compliance with Air Task Orders (ATOs), Standard Operating Procedures, UN directives, ICAO, IATA and the host country's aviation standards, practices, procedures and regulations. - Lead, supervise, mentor, develop and evaluate staff and design training skills enhancement initiatives to ensure effective transfer of skills. - Provide assistance and technical advice in all aspects of aviation to the Mission management. - Plan and develop a unified aviation system to meet the needs of the mission. - Ensure safe, efficient and economical air transportation support is provided to meet operational and administrative requirements of the mission. - Review all operational and logistical mission flight requests as sent by JMCC/MOVCON and Force Air Operations. - Manage special mission and VIP flight requests and manifests. - Review, plan and coordinate daily projected task orders and air support requirements. - Ensure airframes are selected and allocated to achieve maximum cost effectiveness in mission support. - Prepare and publish mission materials, flight schedules, air task orders and issue the same to flight crews. - Ensure that the Flight Following conducts its activities in accordance with the published procedures and instructions. - On request, provides assistance in obtaining diplomatic clearances, routing, flight plans and weather information for flights outside the mission. - Develop and implement aviation standard operating procedures (SOP) in compliance with DFS Aviation Manual, ICAO, IATA and host country's Civil Aviation standards, practices, procedures and regulations. - Coordinate integrated Search and Rescue Air operations. - Assists the Chief Aviation Officer in his duties as shall be directed and delegated. - Act for the Chief Aviation Officer in his/her absence.

Advanced university degree (Master’s degree or equivalent) in Aviation Management, Aerospace/Aeronautical Engineering or Air Transportation Management, or graduations from equivalent military establishment. Training/certification as a Professional Air Crew, or Air Traffic Controller, or Flight Dispatcher qualification, or equal military certification, is required. A first level university degree with a relevant combination of education, professional training, certification in air transport, and strong managerial experience in air transportation-related occupation, may be accepted in lieu of the advanced university degree.

Work Experience
Minimum of 7 (seven) years of progressively responsible experience in air transportation or airline operations, with at least 2 (two) years at the international level on a supervisory position. Managerial experience of air charter operations or experience on a position directly related to coordination of complex air transportation operations of international, field or peacekeeping nature is required. Experience in quality assurance/control in airline/airport is desirable. Knowledge of UN financial rules and regulations is desirable. Experience working in a UN organization, Peacekeeping or other field operations would be an advantage.

Fluency in spoken and written English or French is required. Knowledge of a second UN language is an advantage.
