Responsibilities
Within delegated authority, the Chief Transport Officer will be responsible for the following duties: Be responsible for the provision of the motor transport capability within a large or complex mission, which involves provision and maintenance of the vehicle fleet a number of geographically separated sites; Manage the fleet in accordance with the decisions of the Vehicle Establishment Committee and current DPKO policies and directives the acquisition, receipt, distribution, maintenance, utilisation and disposal of the vehicle fleet; Certify the ground transportation budget and is responsible for the efficient use and accurate accounting of all resources controlled and all expenditures made by Transport Section; Defend the budgetary performance of the Section; Be responsible for the management of personnel in the Transport Section- up to 300 personnel; Act as the line manager to the unit managers; Evaluate employee performance, the allocation and rotation of appropriate work assignments and development training and career plans; Coordinate the individual yearly work plans for unit managers and produces detailed performance assessments and evaluations for all staff as required; Be responsible for road safety programme and ensures that UN vehicles are used in accordance with UN Rules and Regulations and that vehicle usage data is correctly recorded; Arrange for the testing of the staff and issuing of UN driving permits in order to ensure that all vehicle users meet the required driving skills and have an understanding of host country road rules and regulations; Develop and maintain active road accident prevention programs; Be responsible for developing an effective and efficient plan for the re-supply of all Sectors, Team Sites and Police stations; Examine the costs and benefits of outsourcing transport functions and the feasibility in operational terms of executing these functions given the unstable political situation in prevailing in many field missions; Work with other UN departments, NGOs, contingents and intergovernmental agencies in providing transport support to the political and operational activities of the mission; Participate in various mission administrative bodies such as the Local Committee on Contracts, the Vehicle Establishment Committee, the Tenders Committee the Local Property Survey Board and also Boards of Inquiry, as and when necessary; Perform other duties as required.

Commitment to Continuous Learning – Willingness to keep abreast of new developments in the field of transport management and logistics, in order to produce the most cost-effective transport options for complex political situations. Communication – Excellent communication skills, including the ability to; produce detailed reports and presentations for a diverse costumer base including other UN departments, NGOs, contingents and intergovernmental agencies; handle a large volume of correspondence. Planning and Organizing – Ability to coordinate the work of others, work under pressure of tight and conflicting deadlines and handle multiple concurrent projects/activities. Teamwork – Excellent interpersonal skills, including ability to operate effectively across organisational boundaries; ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Technological Awareness – Knowledge of standard UN applications, transport management and operations systems and developments in logistics and transport technology. Managing Performance – Ability to manage, supervise, coach, and develop a team; ability to manage a wide range of equipment, manage budgets and demonstrate via cost-benefit analysis the most cost-effective method of providing transport capability.



QUALIFICATIONS

Education
Advanced university degree (Master's or equivalent) in mechanical engineering, transportation, logistics, administration, management or related fields. A first level university degree with a relevant combination of academic qualifications and experience in transport operations may be accepted in lieu of the advanced university degree. Hold a valid national driving license is required.

Work Experience
At least 10 years of progressively responsible experience in related and comparative management experience in the area of Transport/Logistics with strong asset management skills. Experience in UN transport operations or in a Peacekeeping mission is desirable but not essential. Membership of an internationally recognized professional transportation association is an advantage.

Languages
Fluency in spoken and written English; knowledge of a second UN language is an advantage.

You can apply to field missions by applying to a generic (multiple duty station M/S) vacancy announcement. Current field mission openings can be viewed. You are also given an opportunity to express your preference for current missions in which you would be particularly interested in serving. While this may not constitute a direct application for a post, it will assist us in taking into account your own aspirations.

The generic vacancy announcements are used to generate candidates for the roster. While preferences will be registered and taken into account, qualified individuals willing to serve in several/all locations will, of course, have a greater possibility of serving.

Your application will be screened and evaluated against the requirements set out in the vacancy announcement. If you meet the requirements of the vacancy announcements your application will be included in a roster system that will be submitted for all vacancies in your occupational group and grade for field missions of your choice. Your application will remain valid in the roster for a period of 12 months. Should you wish to remain in the roster after the initial 12 months, please update and resubmit your PHP.

You can also apply for a post-specific vacancy announcement. You will be evaluated against the requirements as specified in the particular vacancy and your name may be put forward for that specific announcement only. Your application will not be placed in the roster unless you apply to a generic (multiple duty stations M/S) vacancy announcement.
