These positions are located in field missions of Peace Operations. The Chief Medical Officer in the field has a functional reporting relationship to the Medical Director, Medical Services Division, (OHRM/DM) for Clinical and medico-administrative matters and to the Chief, Medical Support Section (MSS) for Medical Logistics and operational matters. The focus of these jobs the overall management of the unit, its programme, staff and budgetary resources. (*The grade of the job varies according to the size, scope and complexity of the programme and operations.) Within delegated authority, the Chief Medical Officer will be responsible for the following duties: (These duties are generic depending on the mission’s mandate; thus, all duties may not be performed by individual incumbents.) Managerial: • Plans, organizes, manages, supervises and coordinates medical services in missions. This includes management of medical support activities in the mission. • Provides day-to-day supervision of medical staff. Evaluates staff performance, interviews/evaluates candidates for job openings. • Prepares budgets and controls finances, ensuring optimum and rational use of resources. • Procures drugs, medical equipment, consumables and medical supplies. • Ensures availability of supplies and proper functioning of medical equipment. • Ensures the implementation of directives from UNHQ. • Manages the interface between the medical unit and staff counsellors, senior management of the mission, all specialized agencies, military physicians, physicians and respresentatives of laboratories, pharmaceutical companies, medical associations and societies. • Ensures a conducive and secure working environment for medical staff. • Acts as Advisor for the mission on medical matters. • Establishes and implements appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR). Clinical Duties: • Undertakes day-to-day clinical duties, e.g. walk-in clinic, responses to emergencies, pre-placement and periodic medical examinations, immunizations, etc. • Refers staff to outside specialists as necessary. • Follows-up with outside specialists. • Oversees and provides health education and health promotion programs. • Liaises with medical units in the mission and host-nation facilities. • Ensures the provision of health education • Ensures the implementation of adequate Infection Control measures in the clinic. • Follows the UN established policies and procedures regarding medical clearances, sick leave and medical evacuations. • Organizes/Participates in addressing work environment and occupational health issues. • Performs other related duties as required. Work implies frequent interaction with the following: Staff at large throughout the Organization Staff within work unit Staff counsellors Senior management throughout the Organization Security personnel All specialized agencies Military Physicians Physicians and representatives of Laboratories, Pharmaceutical Companies, Medical Associations and Societies Results Expected: Independent responsibility for overall planning and implementation of staff regulations and UN Medical Guidelines as they pertain to providing sound medical care to staff in the field, and to promotion and maintenance of proper health care, including the prevention of health hazards, for these staff. Effectively guides and supports staff in meeting their objectives and outputs. Effectively develops staff under his/her supervision, including their on-going learning and development.

Currently registered to practise medicine in own country or another UN member state is required. Doctorate in Medicine. Residency in one of the medical specialities, preferably internal medicine. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience
At least 10 years of progressive responsibility in Clinical Medicine. Previous UN medical system/international medical experience with priority in international tasks is desirable. Knowledge and experience of travel and tropical medicine is highly desirable. Experience in Peace-keeping missions is an advantage.

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
