Responsibilities
Under the general guidance of the Deputy Special Representative of the Secretary General (DSRSG) / Resident Coordinator (RC) and the direct supervision of the Senior Coordination Officer, the Coordination Officer will be responsible for performing the following duties: Planning and Programming - Support the implementation of UN common planning and programming processes, including the UN Country Team (UNCT) Strategic Framework and the Integrated Strategic Framework; Assist with the organization of meetings and events, including preparation and circulation of documentation. Partnerships and Resource Mobilization – Assist with the development of productive partnerships with the authorities, bilateral and multilateral donors, international financial institutions, the private sector, civil society and other stakeholders, including interested agencies not represented in Libya; Assist with the design and implementation of a resource mobilization strategy in line with UNCT priorities; Assist with the management of the Libya Recovery Trust Fund, in coordination with the Multi-Partners Trust Fund Officer (Administrative Agent) and participating agencies. Analysis, Advice and Reporting– Identify and analyze potential issues for a common UN approach; Assist with the development of strategies, policies and other measures to promote coherence and inter-agency cooperation; Monitor, evaluate and report on outcomes; Prepare summary and analytical documents, including situation reports, background notes, talking points and notes to file. Information Management and Communication – Maintain an effective system of information management designed to guarantee accessibility and utility of information on UN programming; Facilitate the flow of information between the RC, UNCT members and other partners; Assist with the promotion of coherence in messaging, including through the development and the implementation of a common UNCT communications strategy. Perform other related duties, as required.

QUALIFICATIONS

Education
Advanced university degree (Master's degree or equivalent) in social sciences, political science, economics, law, international relations, development studies, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in programme management, humanitarian affairs, civil affairs, or a related field is required. At least two years of experience working in a UN field operation –or similar multi-lateral or non-governmental organization- in a conflict or post-conflict setting is required. Experience participating in inter-agency coordination mechanisms at the local or national level is required. Experience working directly on UN common planning and programming processes is desirable. Experience working in Libya or another country in the Arab region is desirable.

Languages
Fluency in spoken and written English is required; knowledge of Arabic would be an advantage.
