In field missions, the Surface Transport Section plans, establishes and monitors ground transport support, incorporating United Nations owned equipment, Member State-contributed equipment and commercial transportation capacities. This involves provision, utilization, maintenance, repair and disposal of the mission’s vehicle fleet and equipment, ground transportation of passengers and cargos within the mission area as well as the development of the Vehicle Establishment Programme and Road Safety Programs. In addition, the Surface Transport Section coordinates training courses and workshops and also liaises with other UN agencies, suppliers, NGOs and intergovernmental agencies for the provision of ground transport support to political and operational activities in the mission area. Within delegated authority, the incumbent shall be responsible for the following duties: (The duties are generic and may differ depending on the size, scope and complexity of the programme operation and may not be carried out by all Transport Officers.) Monitor and ensure that vehicle transport resources and services are able to support mission needs; Monitor the utilization of the UN-owned fleet to ensure that vehicles are being efficiently utilized: Develop and implement the Mission Vehicle Acquisition Plan and Mission Vehicle Maintenance Plan in order to ensure that the fleet held by the mission is optimized to meet operational requirement; Ensure that quality control is implemented in all plans, procedures, and contracts; Prepare cost estimates of vehicle, spare parts, equipment, insurance, fuel, lubricants and manpower; Prepare statements of works (SOW) for contracted services; Oversee contracts for contracted services and evaluate vendors performance in coordination with the Contracts Management Unit or with the Procurement Section; Manage the Section's expenditure from the approved budget to ensure that the respective transport requirements are met within allocated funds; Verify, approve and certify transport expenditures, Supervise the development and implementation of the Mission's transport safety and motor transport standard operation procedures; Supervise driving training and tests, issuances of drivers' licenses and maintains all records of testing and license; Coordinate requirements for the acquisition of spare parts and services to be obtained through systems contracts and competitive biding exercises ; Ensure standards are written into requisitions for goods and services and proper technical evaluation of goods and services are prepared; Implement policies for inventory control and physical annual checks in accordance with standard UN rules and regulations. Advise on the serviceability of vehicular equipment in use and on the disposal of the equipment deemed unserviceable or beyond economical repair; Prepare write-off requests for the Local Property Survey Board (LPSB) as appropriate; Act as member of Advisory Committee on Traffic Safety (ACTS) and transport representative to the Local Committee of Contracts (LCC); Oversee the preparation of technical reports, audit responses, statistics, cost benefits analysis, transport work-plans and other documents related to surface transport operations; Act as programme manager for the recruitment of transport personnel; Supervise staff in ensuring that resources are used to maximum productivity, prepare staff performance evaluations. Ensure United Nations workplace safety and environmental standards are implemented.

High school diploma or equivalent and progressive post-secondary, tertiary or third level technical training in transportation-related occupations is required.

Work Experience
At least 10 years of progressively responsible experience in motor vehicle transport operations management, with at least 4 years in the field environment at international level is required. Experience in procurement process, contract management, performance monitoring, vendor management, transport planning, budgeting and spare parts management is desirable . Experience within the context of a humanitarian relief, military, emergency management, peacekeeping or disaster relief operations is desirable. Membership of an internationally recognized professional transportation association is also desirable.

Fluency in spoken and written English is required. Knowledge of French is desirable.
