Responsibilities
This position is located in Bukavu. Under general supervision of Chief Engineering and Regional Engineer Officer, the incumbent will be responsible for the following duties: Administer, coordinate and monitor all aspects of Engineering Operations and works; Project construction management, particularly with regard to construction and rehabilitation of new buildings, airfields, roads and bridges including monitoring and quality control of projects with the use of applicable software. Provide advice on all matters relating to Planning and Design projects throughout the Mission; Perform site visits and carry out feasibility study in-situ; carry out technical survey, design and prepare standard drawings, specifications, layouts, and Bill of Quantities (BOQ) for airfields, roads and bridges projects in accordance with recent technological advances while also proposing alternatives means by utilizing indigenous material, and locally available skills. Draft (SOPs) and the engineering related portions of Logistics Directives for use in Field Missions; maintain database of all drawings and technical data for all the assigned projects that come through Engineering Section; Preparation of standard designs to be used as a model in the entire Mission. Approved requirements are assessed and worked out by Design and Planning Unit and the client. Planning and Design Unit assist in preparing drawings in Auto Cad and keep up to date plans. For in house construction, the Planning & Design Unit provides design and all related technical documents as drawings, scope of work, bill of quantities, technical specs etc., and monitors closely, coordinates with Building Management Unit for smooth project progress and keep up to date plans with any changes that might come during construction; Provide technical expertise in planning material, equipment, manpower and implementation of project. For outsourced projects through Procurement section, Planning & Design Unit creates bid documents, review technical evaluations of bids, follow up on requisitions and task orders with ES Budget Unit, monitor ongoing construction works in coordination with BMU, and certify completion of project. Follow up on project progress through regular site visits, and inspect the quality of work; Follow up on contract obligations and maintain cordial and professional communications with contractor through meetings and site visits; Prepare training activities for subordinates to improve technical competencies. Responsible for the operation, day-to-day supervision of crew and contractors, air strip perimeters, camps and other installations; Task, monitor and verify contract compliance for services provided in cleaning, grounds keeping, fumigation, waste removal and accommodation; Maintain roads, open areas and grounds within the mission premises, including street cleaning, garbage collection, and development of grounds and open surfaces, such as planting, cultivation and trimming of vegetation, etc…; Prepare and implement buildings/site inspection/maintenance schedules and establish pro-active maintenance programme; Keep accurate record of activities performed and control quality of work completed; Train and motivate personnel hired to support the maintenance programme; Keep accurate stock record and control stocks to meet the above tasks. Responsible for routine camp administration duties; Perform other duties as assigned by the Chief Engineer.

Planning and Organizing: Proven skills and ability to work to tight deadlines and handle multiple concurrent activities in accordance with priorities; ability to establish priorities, in order to coordinate and monitor work plans. Technological Awareness: Computer literacy; ability to operate designing and drawing software and common computer programs, such as project management applications, spreadsheets, Microsoft word, excel and power point. Communication: Proven writing skills for preparing engineering procedures, project reports, and delivering presentations in an eloquent manner. Teamwork: Good inter-personal skills; demonstrated ability to be an effective member of a team.



QUALIFICATIONS

Education
Advance University degree (Master’s degree or equivalent) in Civil/Building Engineering Management, Architecture, Mechanical/Electrical Engineering, or Business Management/Administration or related fields. A first level University degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced University degree.

Work Experience
At least two (2) years of progressively responsible experience in designing and project planning and specification writing, some of which should have been at the international level. Engineering experience in an International field or UN Field Mission directly related to the duties and responsibilities specified, or experience in a supervisory position handling contracts, personnel and stocks or in a reputable designing and consulting firm is an advantage.

Languages
English and French are the official languages of the UN Secretariat. For the advertised post, fluency in oral and written English is required. Knowledge of other official UN languages is an asset.

Other Skills
Computer literacy, AutoCAD, MS Project, basic and technical application is essential. Ability to produce high quality work under pressure and cope with deadlines.
