Responsibilities
Within delegated authority and depending on location and the nature of the requirement, the Information Systems Officer may be responsible for the following duties: • Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups. • Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. • Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service. • Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation. • Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc. • Develops, implements and monitors information standards and guidelines, including testing paradigms. • Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations. • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports. • Facilitates communications between the mission’s CITS and its major clients for good client relations. Serves as facilitator in the development of Service Level Agreements (SLAs) between the client and CITS, for either specific IT services or general technology support, including any charge back mechanisms. • Participates in planning and preparation of the budget, work program and spending plan • Performs other duties as required. APPLICATION SUPPORT: Leads a team in the design, development and installation of information systems; Coordinates the preparation of user requirements and other technical specifications; Undertakes analysis of well-defined modules within the system, and develops enhancements and new features to existing systems; Is actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, programming, etc.); oversees development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established; Develops new strategies to assist clients within the Mission to expand the use of their Lotus Notes Groupware Applications; Supervises a team of highly skilled Lotus Notes administrators and developers; Participates in developing Disaster Recovery / Business Continuity plan; Drafts training materials and conducts training sessions and demonstrations of systems for users. NETWORK AND SYSTEMS ADMINISTRATION: Plans and directs all major Information Technology (IT) systems projects within the mission, monitoring the progress of the design, installation and commissioning of the various networks and information systems; Develops plans for feasibility assessment, requirements specification, design, development/implementation; Ensures effective coordination with other United Nations agencies and other entities in order to maximise possibilities of inter-agency collaboration in the field of IT; Provides advice and direction on network and systems security; Participates in developing Disaster Recovery / Business Continuity plan.

QUALIFICATIONS

Education
High School diploma or equivalent. Technical training in education in the field of Information Systems is highly desirable. Certifications in relevant areas of Information Systems and Technology such as networking policies and Information Management are highly desirable.

Work Experience
At least 10 years (5 years with a bachelor degree) of progressively responsible professional experience in the planning, design and implementation of Information Systems and Technology with a proven track record of managing and delivering information systems projects. Experience in Information Systems and Technology within the United Nations system in support of peacekeeping operations is highly desirable.

Languages
French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage.
