Responsibilities
Reporting to the Special Representative of the Secretary-General, the Chief of Staff (CoS) is responsible for ensuring the integrated and coherent functioning of the Mission across all areas, components and locations. S/he oversees the core mechanisms and processes that enable the integrated delivery of the Mission’s mandate, in particular strategic and operational planning, policy coordination, senior-level decision-making and information management. The CoS is responsible for performing the following duties: Ensure the effective direction and integrated management of UNAMA’s activities in line with the SRSG’s strategic vision; Facilitate the translation of the Mission leadership's policy intent and high-level direction into viable tasks and priorities; Periodically review progress and recommend necessary adjustments to enable effective implementation of the Mission's mandate; Ensure the establishment of core integrated processes and mechanisms that enable the integrated delivery of the mandate, including through partnership with the UN Country Team; Oversee Mission-wide planning processes, ensuring coherence between mandated tasks, component plans/concepts of operations and UN system-wide integrated planning processes (such as Integrated Strategic Frameworks), as required by policies, guidelines and best practices on planning, in particular the Integrated Mission Planning Process (IMPP); Manage and supervise, as First Reporting Officer, the following Units and staff members: Mission Planning and Report Unit, Legal Unit, Language Unit, Conduct and Discipline Unit, Resident Auditor Unit; With the Chief of Mission Support, engender a clear understanding across Mission components between substantive priorities and support capacities; ensure an integrated approach to the results-based budget process, including alignment with strategic and operational plans and adequate provisions to meet resource requirements, and oversee the process as it relates to substantive Mission components, in line with the mandate; Oversee the internal management of the Mission on behalf of the SRSG, including through the development of necessary policies and procedures, taking into account relevant Headquarters policy and best practices; Ensure effective functioning of coherent communications structures and systems and serve as the focal point for communication with UN Headquarters in New York; Interface with the Chief of Mission Support on all personnel matters, and oversee senior staff selection processes; In close consultation with Mission leadership, facilitate discussions between the Mission and national government on issues related to UNAMA functions; oversee the Legal Unit and the provision of necessary legal advice to the SRSG as required; Advise the SRSG on protocol matters and supervise and provide guidance on the preparation and coordination of official visits.

QUALIFICATIONS

Education
Advanced university degree (Master’s degree or equivalent) in one of the following disciplines: international relations, political science, business administration, public administration, management, law, military studies, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience
At least fifteen years of progressively responsible experience in such areas as: political, social, civil, military or legal affairs; public or business administration; or management is required. A proven track record of leadership and management in multicultural settings, including coordination of interdisciplinary teams, is required. Experience serving in a senior advisory or managerial capacity at UN secretariat headquarters or in a UN field mission is required. Experience in inter-agency, strategic and operational planning and analysis is desirable.

Languages
Fluency in spoken and written English is required. Knowledge of another UN official language would be an advantage.

Your application will be screened and evaluated against the requirements set out in the vacancy announcement. In the event that you successfully complete the preliminary screening process, you will be contacted to further discuss your interest in working with UN peace operations. The next step would be consideration and interview for specific positions.
