Within delegated authority, the Chief Information Systems & Telecommunications Officer is responsible for (these duties are not all inclusive): • Provides management and coordination of the section responsible for the delivery of all Telecommunications and Information Systems and Technology systems and services deployed by the field missions: this will include voice, video, data, and other related systems and services; • Supervises the chiefs of the respective Telecommunications Unit and the Information Technology Unit within the mission; • Management of the maintenance and repair programs for Telecommunications and IT systems, networks and equipment; • Establishes performance standards for Telecommunications and IT equipment and services, and recommends corrective operational measures to improve quality and performance; • Coordinates the preparation of Request for Proposals, Technical Specifications and Statement of Works for the acquisition of various Telecommunications and IT equipment and services; Performs technical evaluation of the bids and proposals; • Coordinates with UN HQ New York and other Field Missions on matters related to Telecommunications and IS support; • Acts as a focal point for inter-agency emergency field security telecommunications; • Ensures effective coordination with various UN agencies in order to maximise possibilities of interagency collaboration in the field of Telecommunications and Information Systems and Technology; • Implements guidelines and directives from Information & Communications Technology Division (ICTD), HQ, New York, pertaining to Telecommunications and IT support; • Coordinates the preparation of the annual cost estimates and budget proposals for the mission’s Telecommunications and IST systems and services; Manages, controls and exercises the budget upon its approval; • Establishes and maintains effective contacts with local authorities and equipment manufactures and suppliers as necessary, and provides solutions to technical problems; • Coordinates with ICTD to implement strategies to remain informed and updated on new products and technologies; • Performs other duties as required.

High school diploma or equivalent. Certification/diploma of other supplemental academic qualifications or training in the ICT industry is an advantage.

Work Experience
At least 12 years (7 years with a bachelor degree) of progressively responsible professional experience in telecommunications and computer technology, including experience in business process analysis, planning, design and development of large centralised and globally distributed institutional systems. At least 6 of those years should be at the international level of the public/private sector while functioning at management level. Field experience in United Nations Peacekeeping missions is highly desirable.

Fluency in one of the working languages of the UN Secretariat- English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

  3. Once you are registered on-line, complete and save your Personal History Profile (PHP).
  4. In completing the PHP, please note that all fields marked with an asterisk must be completed. Additionally, you are encouraged to fill in all relevant information required for a proper review of your profile.
  5. You may apply for all vacancies using the saved PHP. This PHP may be up-dated when necessary.

Your application will be screened and evaluated against the requirements set out in the vacancy announcement. In the event that you successfully complete the preliminary screening process, you will be contacted to further discuss your interest in working with UN peace operations. The next step would be consideration and interview for specific positions.

Because of the high volume of applications received, the screening process can take several months, so please do not become discouraged.
