Responsibilities
Within delegated authority and under the direct supervision of the Special Coordinator (SC), the Senior Liaison Officer will be responsible for performing the following duties: Reporting, Analysis and Advice - Ensure regular, timely and high quality reporting to UNSCO Headquarters on regional developments, issues and trends related to the Middle East peace process; Prepare summary and analytical reports, assessing implications and recommending possible action; Contribute to the analysis and reporting by UNSCO’s Regional Affairs Unit; Prepare other written materials, as required. Outreach and Facilitation – Develop and maintain collaborative relationships with the Host Government and with representatives of countries in the region and regional organizations, including the League of Arab States and the Organization of Islamic Cooperation; Facilitate the Deputy Special Coordinator / Resident Coordinator / Humanitarian Coordinator’s (DSC) fundraising and outreach activities in the region, in support of the United Nations Country Team in the occupied Palestinian territory; Facilitate and manage visits to Cairo by the SC and the DSC. Communications – Monitor media coverage of UNSCO/UN activities; Establish and maintain contacts with Arabic language print and broadcast media outlets across the Middle East; Brief media representatives on UNSCO’s activities and promote and organize information initiatives, in coordination with the UN Information Centre in Cairo, to maximize coverage of the UN’s activities in the region. Perform other relevant duties as required.

QUALIFICATIONS

Education
Advanced university degree (Master's degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required. Extensive experience in political outreach, facilitation, analysis, advice and reporting is required. At least three years of professional experience covering issues related to the Middle East peace process is required. Previous experience working in a UN field operation –or similar multi-lateral or non-governmental organization- in a conflict or post-conflict setting would be an asset.

Languages
Fluency in spoken and written English and Arabic is required.
