Responsibilities
These positions are located in field locations in Peacekeeping Operations and Special Political missions, UNDP and UNOPS electoral projects or other UN entities providing electoral assistance. The candidates report to the Chief Electoral Officer, the Senior Electoral Officer or the Chief Technical Adviser. Within delegated authority, the Electoral Officer will be responsible for the following duties: (These duties are generic and will not be carried out by all Electoral Officers.) 1. Provide advice to, and contribute to the capacity building of counterpart(s) in national electoral authorities, including advising on the establishment and management of field offices. 2. Supervise staff of electoral components and of the division or unit in carrying out an electoral mandate. 3. Interpret electoral policies and regulations in order to clarify and provide input in the development of procedure manuals. 4. Provide advice on developing election logistics and security plans for the field offices and supervise their implementation. 5. Advise counterparts to ensure that all electoral field operations are conducted effectively by addressing policy guidance, logistics, and other electoral needs in a timely manner. 6. Implement programs in the following areas, as required: electoral training, civic/voter education, electoral law, electoral complaints, electoral procedures, electoral operations, electoral logistics, electoral security, electoral Information and Technology (IT) and database development, public outreach, media, graphic design, external relations, and/or voter registration. 7. Compile regular reports for the Chief Electoral Officer or Chief Technical Adviser on major electoral developments and issues in the field, including immediate and longer term problems. 8. Assist national counterparts in managing the flow of information between their HQ and field offices. 9. Organize regular meetings with staff at Headquarters or in the field. 10. Provide advice on coordination of personnel and material movements in close coordination with the Chief of Operations, Logistics Officer(s) and relevant UN and non-UN entities; review operational plans and ensure that advice is provided for implementation of electoral operations in the assigned area of responsibility as directed by her/his supervisor and in close coordination with relevant entities on the ground. 11. Oversee the day-to-day operations and administration of the UN electoral office in the assigned area of responsibility. 12. Provide periodic reports on developments in the assigned area of responsibility in close collaboration with other relevant partners. 13. Maintain a system of continuous evaluation of electoral assistance activities. 14. Supervise national and international UN electoral staff assigned to the area of responsibility. 15. Conduct supervisory or other functions as requested by the Chief Electoral Officer/Chief Technical Adviser. 16. Perform other related duties as required.

QUALIFICATIONS

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations, law, public administration, or related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
At least 7 years of progressively responsible experience in areas such as electoral, public administration, legal or political affairs. Managerial experience of a large team from different backgrounds is desirable. Field experience in UN operations or other international organizations providing electoral assistance is desirable. Experience in bilateral and multilateral negotiations desirable.

Languages
Fluency in spoken Arabic is required and fluency in written Arabic desirable. Fluency in spoken and written English or French is required, and working knowledge of the other language is desirable.

  5. You may apply for all vacancies using the saved PHP. This PHP may be up-dated when necessary.

Your application will be screened and evaluated against the requirements set out in the vacancy announcement. In the event that you successfully complete the preliminary screening process, you will be contacted to further discuss your interest in working with UN peace operations. The next step would be consideration and interview for specific positions.
