Under the supervision of the Deputy Special Coordinator/Resident Coordinator (SC/RC), the Senior Coordination Officer will manage the work of the Resident Coordinator’s Office (RCO) in promoting a coherent approach to development activities by the international community, in particular the members of the United Nations Country Team (UNCT), seeking to ensure synergies that are aligned with the Government’s national plans and priorities. The incumbent will be responsible for performing the following duties: Planning and Programming - Support the implementation of UN common planning and programming processes, including the UN Development Assistance Framework (UNDAF) and the Integrated Strategic Framework (ISF); Provide substantive and practical support to related activities, meetings and events; Monitor and evaluate actions implemented through these frameworks. Partnerships – Foster and sustain productive partnerships with the authorities, bilateral and multilateral donors, and other stakeholders, notably through the Lebanon Development Forum; Encourage positive relationships with the private sector and civil society; Support the work of the UN Humanitarian Coordinator, in close collaboration with the Humanitarian Advisor. Resource Mobilization and Management - In conjunction with partners, identify priority areas and opportunities for development and peace-building activities and mobilize resources to that end; Support the work of the Steering Committee of the Lebanon Recovery Fund, and serve as co-chair, with the Office of the Prime Minister, of its Project Approval Group; Ensure the accountability of the RC in all matters relating to the implementation of projects financed by the Peace-building Fund and other Multi-Donor Trust Fund-managed activities. Analysis, Advice and Reporting– Identify and analyze pertinent developments, issues and challenges for the RCO and the mission; Support the development of strategies, policies and other measures to address; Provide up-to-date analysis and advice to UNSCOL’s senior leadership on economic, social, human rights and humanitarian trends; Monitor, evaluate and report on outcomes; Interact closely with other sections of the Mission in the production of briefings, background notes, talking points, cables, media statements and speeches. Information Management and Communication – Maintain an effective system of information management designed to guarantee accessibility and utility of information on UN programming; Promote and facilitate the flow of information between stakeholders; Promote coherence in communication strategies among UN agencies. Management - Formulate and manage the implementation of the programme of work of the RCO; Supervise, mentor, and evaluate staff.

Advanced university degree (Master's degree or equivalent) in social sciences, political science, international relations, economics, development studies, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in economic and social development, programme management, humanitarian affairs, civil affairs, or a related field is required. At least three years of experience working in a UN field operation –or similar multi-lateral or non-governmental organization- in a conflict or post-conflict setting is required. Experience managing or facilitating multi-stakeholder processes at the national level in a peace consolidation setting is required. Experience working on UN common planning and programming processes, particularly UNDAF, is desirable. Experience working in Lebanon or another country in the Arab region is desirable.

Fluency in spoken and written English is required; knowledge of Arabic would be an advantage.

Your application will be screened and evaluated against the requirements set out in the vacancy announcement.
