Responsibilities
These positions are located in field locations in Peacekeeping Operations and Special Political missions, including UNDP and UNOPS electoral projects or other UN entities providing electoral assistance. They head a Unit, a Division or a Project and report to the Head of Mission, Special Representative of the Secretary-General, the Deputy Special Representative of the Secretary-General or the designee, the Resident Coordinator, the UNDP Resident Representative/Country Director or the UNOPS Country Director. Within delegated authority, the Chief Electoral Officer (or Chief Technical Adviser) will be responsible for the following duties: (These duties are generic and may not be carried out by all Chief Electoral Officers): 1. Coordinate the implementation of the electoral mandate of the UN mission/Office in the field, including managing the electoral component both at mission headquarters and field offices. 2. Also coordinate international electoral assistance, as appropriate, to avoid duplication of efforts and encourage coherent international electoral assistance efforts. 3. Coordinate the implementation of programs in the following areas, as required: electoral training, capacity building, civic/voter education, external relations/public outreach, electoral law, electoral procedures, electoral operations, electoral logistics, electoral security, electoral information and technology (IT), and voter registration. 4. Provide advice to the senior-most UN mission/Office representative and other senior UN mission/office officials, and to the Independent National Electoral Body/Electoral Commission or other relevant authorities to enable a credible electoral process, which is transparent, inclusive and receives the maximum national buy-in to the process. Also provide advice senior government officials, political party leaders, the donor community/the diplomatic community/international partners, representatives of civil society organizations and other stakeholders. 5. Assist the national electoral authorities in developing and maintaining regular, systematic and impartial communication with political parties, media organizations, non-governmental organizations and women's and youth groups and other stakeholders. 6. Assist the national electoral authorities in developing a legal framework for elections including laws, codes, rules of procedures, regulations and directives. 7. Assist the national electoral authorities in developing and implementing a concept of an electoral operation. 8. Solve problems and generate solutions to political and technical issues that arise in the conduct of the electoral process. 9. Develop capacity-building mechanisms in the provision of electoral technical assistance. 10. Develop timely and efficient communication mechanisms between Headquarters (HQ) and electoral field offices. 11. Regularly brief senior UN mission/Office officials, donors and key stakeholders on the electoral process. 12. Provide regular reports to the UN mission/Office Representative on the ground and to UN HQ senior officials. 13. Performs other related duties as required.

QUALIFICATIONS

Education
Advanced university degree (Master’s degree or equivalent) in political science, international economics, international relations, law, public administration, or related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of fifteen years of progressively responsible experience in elections and related areas; previous managerial experience at the senior level of a large team of people of different backgrounds required; experience in bilateral or multilateral negotiations is required; extensive experience at senior level in electoral administration and systems in developing countries required; working experience in UN operations in the field providing electoral assistance desirable.

Languages
Fluency in spoken Arabic is required and fluency in written Arabic desirable. Fluency in spoken and written English or French is required, and working knowledge of the other language is desirable.
