Organisational Setting and Reporting Relationships: This position is located in the Border Security Advisory Section in the Security Sector Advisory and Coordination Division (SSACD), United Nations Support Mission in Libya (UNSMIL). In support of Libya, UNSMIL’s mandate and the Mission’s overall concept of operations, the SSACD’s central objective is to support Libya’s efforts to develop an effective and accountable security sector, which respects human rights, upholds the rule of law and has the confidence of the Libyan people. The Senior Security Sector Reform (SSR) Officer reports to the Director SSR. Responsibilities: Within delegated authority, the Senior SSR Officer, will be responsible for the following duties: • Provides leadership and overall management of the Border Security Advisory Section; oversees and coordinates advisory activities, ensuring appropriate coordination and integration with the Mission’s general mandate and all of its components (in particular the components of SSACD, the Human Rights/Transitional Justice/Rule of Law Division, the Political Affairs Division, and the Public Information and Security Sections); • Provides political and strategic advice to UNSMIL leadership and Libyan stakeholders on border security issues - including border management, control and surveillance aspects - to help Libya develop and strengthen its national security requirements. • Assists Director SSR in supporting Libyan efforts to derive and implement sustainable and effective border security policies and plans. • Supports relevant Libyan ministries/authorities in border security strategic planning, including roles and responsibilities. • Assists and advisers SSACD Section Heads on border security issues relevant to their work plans. • Assists national efforts to mobilise and coordinate international assistance to border security efforts, including through the maintenance of a register of international border security experts/organisations. • Assists Libyan authorities on border security functions, responsibilities, policies and protocols. • Supports Director SSR in supporting and coordinating international efforts to promote border security, particularly with the EU through its Integrated Border Management project. • Maintains regular and active consultations with key Libyan and international stakeholders to assist national efforts to synchronise border security awareness, including assistance in helping facilitate the development of a public information dialogue to promote public awareness. • As required, supports national efforts to integrate former revolutionaries into national institutions responsible for border management; • Where appropriate supports UNSMIL the UN Country Team (UNCT) in advising Libyan authorities on normative and technical support in support of the integration of human rights concerns into Libya’s border management policies and practices, with a particular focus on human trafficking and illegal drug and weapons smuggling; • Initiates and coordinates outreach activities; conducts workshops, seminars, etc.; makes presentations on assigned topics/activities; • Contributes to the UNSMIL-UNCT Security Sector Working Group, and promotes a “one-UN” approach to border security issues to support the Libyan authorities. • Contributes regular reports on UNSMIL’s progress in supporting the Libyan authorities on border security. The Section will also contribute to the overall mission reporting requirements by providing specific data and analysis. • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, reporting on performance, evaluation of staff performance (PAS), recruitment of and preparation of inputs for results-based budgeting, and implementation of gender mainstreaming guidelines; • Undertakes other duties as required.

Significant knowledge of border security (concepts, terminology, research, lessons learned and policy literature). Experience in the design, development and management of border security programmes. Ability to support inter-disciplinary/interdepartmental teams and task forces; proven strengths in operational-level coordination. Conceptual and strategic analytical capacity, including ability to analyze and articulate complex issues that require a coordinated UN response. Good research, analytical and problem-solving skills and experience in applying technical expertise to resolve a wide range of complex and unusual issues/problems and in developing innovative and creative solutions. Ability to negotiate and to influence others to reach agreement. Ability to apply good judgment in the context of assignments given; ability to plan own work and manage conflicting priorities. Recognized 2nd level university degree (Master’s degree or equivalent) in border security and/or management, security sector management, business administration, international relations/affairs or related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience
A minimum of ten (10) years of progressively responsible professional experience in border security and/or management, security sector reform, programme/project management, or a related area is required. Experience leading an organizational unit or team is required. Previous experience in the development and implementation of SSR programmes/projects in the area of border security and/or management is required. Previous experience in advisory and coordination roles supporting national SSR efforts in the area of border security and/or management is also required. Previous experience providing support to national efforts in the area of border security and/or management from within the UN common system (inclusive of the UN Secretariat and UN Agencies, Funds and Programmes) is desirable. Facilitation or attendance in recognized security sector reform, border management and/or border security training course(s) is desirable. Basic knowledge of relevant UN institutions, mandates, policies, and guidelines is desirable.

Fluency, both oral and written, in English is required. Fluency in spoken/oral Arabic is desirable.
