Responsibilities
(The following duties are generic and may differ depending on the requirements of the mission.) Within limits of delegated authority, the Rations Assistant shall be responsible for the following duties: Establish and review the Missions Fresh and Emergency Ration and Water requirements, and initiate actions to fulfill and control these requirements; Conduct technical survey visits both in the start-up phase and during implementation to plan and ensure the most efficient use of resources; Prepare the Supply Section budget for Rations and Water through the establishment of forecasts based on the analysis of past activities and upon foreseen operational activities; Update current standard operating instructions and propose modifications to cater to changing operational and administrative situations; monitor the procurement plan prepared by the section’s budget officer to ensure conformity with ongoing operations; Ensure that Rations Orders are placed with the contractor in a timely manner as per the contract terms and conditions; Ensure that “Quality Control” is carried out on all rations issued; Complete technical evaluations of bids resulting from Statements of Work (SOW) raised by the Supply section; Analyze problems, review audit and performance reports on mission activities, and provide remedial action where required; Provide guidance and supervise junior staff; Prepare evaluation reports for staff under direct supervision and make recommendations concerning contractual status; Perform other duties as required.

Professionalism: Detailed knowledge of internationally accepted ration standards, food quality and delivery requirements, and purchasing standards with an excellent understanding of the UN procurement/contract execution and administration; a thorough understanding of inventory policies, practices and procedures; proven analytical skills, including the ability to research and analyze data and develop recommendations; ability to obtain information, clarification and agreement on specification to requirements; proven ability to grasp complex concepts; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations. Planning and Organizing: Demonstrated skills and ability to apply good judgment in the context of assignments given; effective organizational skills and ability to handle large volumes of work in an efficient and timely manner. Commitment to Continuous Learning: Initiative and willingness to learn new skills, and ability to adapt changes in a work environment. Judgment and Decision-Making: Logical analytical approach to solving problems using sound judgment and decision making methodologies; discretion and sound judgment in applying expertise to complex and/or sensitive issues that are typically broad in scope. Teamwork: Be team-oriented with excellent inter-personal skills and the ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Communication: Strong communication skills (spoken and written). Technological Awareness: Good computer skills; proficiency in the use of relevant software and other applications.



QUALIFICATIONS

Education
High school diploma or equivalent. Technical training in ration operations and contract administration is essential.

Work Experience
At least 8 years of progressively responsible experience in food storage and delivery standards, quality control, and procurement operations with at least 2 years of experience in the field of UN contracts Administration, or UN support operations is essential. Sound working knowledge of the UN procurement and accounting methodologies and system essential.

Languages
Fluency in spoken and written English or French; knowledge of a second UN language is an advantage and sometimes a requirement. Fluency in the local language may be essential.

  1. To start the application process, applicants must open a “MY UN” account. Go to Log-in, and Register as a User. Fill in the form and choose a User Name and Password.

  2. Once you are registered on-line, complete and save your Personal History Profile (PHP).

  3. In completing the PHP, please note that all fields marked with an asterisk must be completed. Additionally, you are encouraged to fill all of the fields to best convey your personal ambitions.

  4. Applicants may apply for generic and/or specific vacancies using the saved PHP. The PHP may be up-dated when necessary.
You can apply to field missions by applying to a generic (multiple duty station M/S) vacancy announcement. Current field mission openings can be viewed. You are also given an opportunity to express your preference for current missions in which you would be particularly interested in serving. While this may not constitute a direct application for a post, it will assist us in taking into account your own aspirations.

The generic vacancy announcements are used to generate candidates for the roster. While preferences will be registered and taken into account, qualified individuals willing to serve in several/all locations will, of course, have a greater possibility of serving.

Your application will be screened and evaluated against the requirements set out in the vacancy announcement. If you meet the requirements of the vacancy announcements your application will be included in a roster system that will be submitted for all vacancies in your occupational group and grade for field missions of your choice. Your application will remain valid in the roster for a period of 12 months. Should you wish to remain in the roster after the initial 12 months, please update and resubmit your PHP.

You can also apply for a post-specific vacancy announcement. You will be evaluated against the requirements as specified in the particular vacancy and your name may be put forward for that specific announcement only. Your application will not be placed in the roster unless you apply to a generic (multiple duty stations M/S) vacancy announcement.

In view of the high volume of applications received, only those applicants who are included in the roster will be notified.
