Responsibilities
Within limits of delegated authority, and under the general supervision of the CSA/CSO or a Security Adviser (SA), the Security Information Analyst at P-4 level is responsible for the management of information relevant to security, including collection, collation, analysis and dissemination, to be used as a decision-making and planning tool by the UN Designated Official and Security Management Team in a field mission to enhance the safety and security of UN personnel, assets and operations in the country. The Security Information Analyst will maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines. Specific responsibilities (These duties are generic and may not be performed by all Security Information Analysts): Advises the CSA/CSO/SA or equivalent on threats affecting the United Nations; Supervises the Security Information and Operations Centre or similar entity, as appointed; Provides supervision of the Security Information Cell as a senior Security Information Analyst (SIA); Identifies and coordinates security information requirements, collection, collation and dissemination of security threat information to CSA/CSO/SA or equivalent, Designated Officials and Security Management Teams; Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in specific countries; Develops trend analysis, gathers comprehensive information on all factors of insecurity, determines the relevance and validity of security information and the reliability of information resources; Assists the CSA/CSO/SA or equivalent in the development of specific security risk assessments for individual UN programmes and activities in countries and regions, or in preparation of rapid threat and risk assessments; Develops corresponding security advisories and recommendations on security operating procedures; Develops country-wide security risk analyses, briefing materials and presentations to CSA/CSO/SA or equivalent, Designated Officials and Security Management Teams on security matters; Conducts and coordinates research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents; Establishes effective communication channels with security authorities of host countries and other interlocutors; Ensures timely dissemination of security threat information to mission leadership, Security Personnel; Develops reports on analyses of security incidents affecting United Nations system personnel, assets and operations; Develops regional threat assessments in coordination with Chief Security Adviser or equivalent in neighboring countries; Supervises the activities of the Security Information Analysts (if available) in the SIOC as well as any national staff assigned to the information cell; Performs other duties as directed by CSA/CSO/SA or equivalent Work implies frequent interaction with the following: Head of Field Mission, Designated Official for Safety and Security (who can be the same person as Head of Mission), Senior Administrative Officers and Directors; United Nations Resident Coordinators (In designated countries), Deputy Resident Representative; Security personnel, United Nations Department for Safety and Security (UNDSS) including field personnel and desk officers at the Peacekeeping Operations Support Section (POSS) at UNDSS headquarters and the Threat and Risk Assessment Unit; Security personnel, Department of Peacekeeping Operations including the DPKO-DFS Focal Point for Security at Headquarters, and the Assessment Teams of the DPKO Situation Centre and the Office of Military Affairs; Security personnel, Agencies, Funds and Programmes operating in the mission's area of responsibility and/or other field missions; Military and Civilian Police Officers; Project Managers and other Project personnel; Host Government officials and local law enforcement personnel; Members of diplomatic missions in the country, foreign military forces and other sanctioned organizations and individuals.

QUALIFICATIONS

Education
• An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management, information management or business administration, political/social science or international relations with focus on security information management. • A first-level university degree in combination with two additional years of qualifying experience in military, police or security information management may be accepted in lieu of the advanced university degree. • A diploma from a national police or military academy resulting in an appointment as a commissioned officer in combination with two additional years of qualifying experience in military, police or security management at the rank of commissioned officer (i.e. Lieutenant / Inspector or equivalent) maybe accepted in lieu of a first level university degree. • Successfully certification in the UN DSS Security Analysis Process and Practice (SAPP) course is an asset (and will be expected for future advancement in this field).

Work Experience
• A minimum of seven years with advanced university degree (nine years with a first-level university degree) of progressively responsible experience in security information analysis with a military, police, state, civilian information management or security management organization is required; • At least two years experience and exposure at the international level is required; • At least one year of experience in a conflict or post conflict environment is required.

Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Other Skills
UNDSS certification in any of the following is an asset: Security Certification Programme (SCP), Hostage Incident Management (HIM), Close Protection Officers Course (CPOC) and Security Investigation (SINV).
