Responsibilities
This Generic Job Opening has been advertised to attract applications from qualified candidates, including serving staff in various Finance functions or Finance related positions such as Budget Assistant, Finance and Budget Assistant, Finance Assistant, and Cashier. Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties; ACCOUNTS: Assist in the closing of monthly mission accounts and prepare IPSAS compliant financial statements for submission to Headquarters; Participate in the reconciliation of monthly bank statements; Review and reconcile suspense accounts ensuring that proper clearance procedures have been followed; Assist with the processing of payments to governments and vendors for goods and services; Examining the validity of relevant banking details for wire transfer payments; Assisting in the processing of payments to staff members regarding their entitlements, including salaries, travel claims and monthly mission allowances in adherence to the relevant staff rules, financial rules and regulations , ST/AI issuances or practices; Assist with the preparation of inter-mission billings and inter-office vouchers including effective maintenance of account receivables and payables; Serve as an Approving Officer for disbursements up to an authorized level; BUDGET: Participate in the preparation and formulation of a mission’s budget cost estimate including justification of resource requirements; Participate with the review of explanations for the performance reports analysing variances between approved budgets and actual expenditures; Assist with the monitoring of budget expenses including allotments of the different cost centres advising on redeployments/realignments of funds; CASHIER: Assist in the daily operation of the Cashier’s Unit responsible for the transmittal of payments; participate in the review of incoming payment instructions with regard to banking details and sources of funds; Assist with the preparation and disbursements of payments/cheques; Record and maintain accurate and complete records of fund deposits for the mission including recoveries made from mission staff ; Notify payees of status of payments. Assist with the monitoring of bank balances of the mission's accounts, cash management including preparation of cash flow forecasts; GENERAL: Keeping up-to-date on the UN IPSAS Policies including updates on the financial rules and regulations, process changes with the Umoja as well as other guidelines that have bearing on matters related to mission budgets and financial transactions; Drafting or preparing routine correspondence to respond to queries in respect to finance and budgetary matters; Providing guidance, training and daily supervision to other Field Service and National Staff in the area of responsibility. Performing other duties as assigned by the supervisor.

QUALIFICATIONS

Education
High school or equivalent diploma is required. Technical or vocational certificate in accounting, finance, budget or related fields is required.

Work Experience
At least 8 years of progressively responsible experience within the United Nations system or in the private sector at the national or international level in accounting, budgeting or financial management is required. Experience in international operations in a post conflict environment is desirable.

Languages
French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required; Knowledge of another UN official language is desirable.
