Responsibilities
Organizational Setting and Reporting Relationships: This position is located in the Defence Advisory Section within the Security Sector Advisory and Coordination Division (SSACD), United Nations Support Mission in Libya (UNSMIL). In support of Libya, UNSMIL’s mandate and the Mission’s overall concept of operations, the SSACD’s central objective is to support Libya’s efforts to develop an effective and accountable security sector, which respects human rights, upholds the rule of law and has the confidence of the Libyan people. The Principal, Security Sector Reform (SSR) Officer, reports to the Director SSR. Responsibilities: Within delegated authority, the Principal, SSR Officer, will be responsible for the following duties: • Provides strategic and technical advice to both national stakeholders and Mission/UNCT leadership on defence sector specific issues, in particular those at a strategic-political level. This could include, if requested by national authorities, advice on the future role of the defence forces (and related assessments), defence policies, defence strategy/white paper, defence-related legislation and civilian oversight and management of the defence sector. • Assists the Director SSR in formulating and promoting UNSMIL strategy, policy and plans with respect to UNSMIL and UN Country Team activities in support of the Libyan national defence sector. • Convenes or supports the organization of regular consultations with national stakeholders to discuss defence sector issues and to identify potential requirements for additional support from the international community. • Assists national efforts to mobilize and coordinate international assistance to defence sector efforts, where required. • Contributes to the UNSMIL/UNCT delivery of coherent “one-UN” security sector support to Libyan efforts, including UNSMIL/UNCT-wide assistance to the national integration/ demobilization and reintegration process. • Participates in, on a monthly basis, the UNSMIL-UNCT Security Sector Working Group. • Contribute relevant elements to the preparation of progress reports on UNSMIL’s overall security sector support for the consideration of senior Mission leadership. The Section will also contribute to the overall mission reporting requirements by providing defence specific data and analysis. • Provides leadership and overall management of the Defence Advisory Section; oversees and coordinates advisory activities, ensures appropriate coordination and integration with the Mission’s general mandate and all of its components (in particular the Security Sector Advisory and Coordination Division, the Police Advisory Section, the Arms and Ammunition Advisory Section, the Border Security Section, the Human Rights/Transitional Justice/Rule of Law Division, the Political Affairs Divisions and the Security Section), as well as with the UNCT and international and national partners; • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, reporting on performance, evaluation of staff performance (PAS), recruitment of staff and preparation of inputs for results-based budgeting. • Serves as Officer in Charge of the SSACD when required. • Undertakes other duties as required.

Competencies
• Professionalism: Ability to develop excellent relationships and work with a wide range of technical experts, including police, defence, civilian security sector officials, public administrative and judicial actors, as well as experts from Member States, NGOs and regional bodies. Significant knowledge of defence sector reform (concepts, terminology, research, and policy literature), in particular at the political-strategic level (including in terms of governance), as well as its relationship and linkages to UNMSIL’s broader mandate and concept of operations. Has knowledge of and understands international defence conventions and treaties. Significant experience in designing and implementing defence sector support strategies and/or programmes/projects, including the ability to transform mandate objectives into a results-oriented work programme and manage it. Proven effectiveness as a senior adviser in the area of defence sector reform/support. Proven strengths in operational coordination. Ability to support inter-disciplinary/inter-departmental teams and task forces and manage multiple tasks simultaneously. Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to work under extreme pressure, on occasion in a highly stressful environment. QUALIFICATIONS

Education
Advanced university degree (Master’s degree or equivalent) in defence and/or security studies, business administration, political science, international relations or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. Graduation from a military/war college is desirable.

Work Experience
Fifteen years of progressively responsible professional experience in the area of defence sector reform and/or institutional development is required. Previous senior experience in advisory and coordination roles is required. Significant managerial experience is required. Experience with the development and implementation of defence sector reform programmes/projects is required. Service as a military officer at or above the rank of Lieutenant Colonel or equivalent is desirable. Previous experience providing support to national defence sector reform efforts within the UN common system (UN secretariat and UN Agencies, Funds and Programmes) is highly desirable.

Languages
Fluency, both oral and written, in English is required. Fluency in oral Arabic is highly desirable.

Other Skills
Facilitation of/attendance on a recognized SSR training courses is an advantage. Knowledge of the institutions of the UN system is desired. Basic knowledge of relevant UN mandates, policies and guidelines is preferred.
