Responsibilities
This position is located within the African Union-United Nations Joint Mediation Support Team (JMST) in the Office the Joint Chief Mediator (JCM) for Darfur. The position encompasses two distinct functions, (a) Programme Management, including donor coordination and resource planning, and, (b) Mobilization/Utilization of funds, including budgetary planning and financial management of UNAMID/JMST Trust Funds. The incumbent shall report to the Chief of Staff and be responsible for performing the following duties: Manage JMST fund-raising activities based on organizational priorities set by the leadership and in accordance with the mandate; Advise and support the leadership in developing a comprehensive fund-raising strategy designed to advance priority objectives. Coordinate the implementation of the strategy by developing specific projects and identifying donors and partners; Advise JMST components on private funding matters, such as trust fund policies and procedures, funding sources and methods to secure access to funds; Assist in the formulation of project ideas and preparation of project proposals. Manage JMST relations with donors and other national and international partners on resource mobilization issues; Conduct outreach, develop and maintain collaborative relations with actual and potential donors and partners, keeping all informed on the funding requirements of the Mission, the status of utilization of previous contributions and current programmatic activities; Facilitate and ensure efficient interaction and information flow between partners throughout all stages of the project cycle, from planning through to implementation, evaluation and reporting. Prepare, review and finalize high quality documents pertaining to the project cycle including, but not limited to, memoranda of understanding, contribution agreements, project documents, cost plans, financial and activity reports and impact assessments; Maintain records of activities in line with best practices and audit requirements. Administer and monitor expenditures, ensuring that they remain within authorized levels; Coordinate all matters concerning issuance of allotments to the field by the Department of Management; Manage allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. Ensure compliance with regulations and rules and established policies and procedures; Act as Certifying Officer for UNAMID trust funds; Act as focal point during audits of UNAMID trust fund projects and activities, follow up and report on the implementation of audit observations or recommendations. Perform other related duties, as assigned by the Chief of Staff.

QUALIFICATIONS

Education
Advanced university degree (Master's or equivalent) in public administration, business administration, management, economics, or related field. A first level university degree with a combination of relevant academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in programme management, public administration, or related area is required. Significant experience in resource mobilization, programming and management of financial resources and/or trust funds is required. At least one year of experience working in a conflict or post-conflict setting is required. Experience working in a relevant capacity for the United Nations, or another international organization or development agency is desirable.

Languages
Fluency in spoken and written English is required; knowledge of a second UN language would be an advantage.

Other Skills
Proficiency in Microsoft Office software (Word, Excel, and Power Point) is a requirement.
