Responsibilities
Under the general guidance of the Deputy Special Representative of the Secretary General (DSRSG) / Resident Coordinator (RC) and the direct supervision of the Senior Coordination Officer / Head of the RC’s Office, the Coordination Officer will contribute to the promotion of a coherent approach to development activities by the international community, in particular the members of the United Nations Country Team (UNCT), seeking to ensure synergies that are aligned with the Government’s national plans and priorities. The Coordination Officer will be responsible for performing the following duties: Planning and Programming - Support the implementation of UN common programming processes, such as the Common Country Assessment (CCA) and the UN Development Assistance Framework (UNDAF); Participate in the CCA Thematic Groups to ensure consistency and avoid duplication; Serve as Secretariat to the CCA/UNDAF Steering Committee, ensuring that the draft CCA and UNDAF adequately reflect the discussions and agreements reached throughout the process; Support formal and informal UN joint programming initiatives. Analysis and Advice – Identify and analyze emerging issues and challenges to the joint planning processes; Assess implications and make recommendations on possible strategies, policies and other measures to address; Monitor, evaluate and report on outcomes. Information Management and Communication – Maintain an effective system of information management designed to guarantee accessibility and utility of information on UN programming; Promote and facilitate the flow of information between the RC, UN coordination mechanisms and UNCT members; Promote coherence in communication strategies among UN agencies, particularly in support of the UNDAF and broader UNCT programme agenda. Evaluation - Support the Chair of the UN Monitoring & Evaluation working group in the overall monitoring and evaluation efforts of the UN system with a particular focus on the UNDAF and ISF. Management – Supervise, mentor, and evaluate staff; Serve as officer-in-charge of the RC’s Office in the absence of the Senior Coordination Officer. Perform related duties, as requested by the Senior Coordination Officer and/or the DSRSG/RC.

QUALIFICATIONS

Education
Advanced university degree (Master's degree or equivalent) in social sciences, political science, law, international relations, development studies, or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in programme management, humanitarian affairs, civil affairs, or a related field is required. Experience managing or facilitating multi-stakeholder processes at the national level in a peace consolidation setting is required. Experience working in a UN field operation on planning, monitoring and evaluation processes, particularly CCA and UNDAF, is required. Experience working in Afghanistan is desirable.

Languages
Fluency in spoken and written English is required; knowledge of a second UN language would be an advantage.
